Of the ACT cases reported on Thursday, 11 are linked and five had been in quarantine the whole time while infectious.
Canberra has 241 active cases five weeks after the ACT lockdown, initially slated for just seven days, was announced.
It has been extended three times, most recently until October 15.
Support for businesses, jointly funded by the ACT and federal governments, has also been extended.
Chief Minister Andrew Barr previously indicated the ACT would start to reopen gradually in line with national vaccine thresholds of between 70 and 80 per cent.
These are expected to be reached between mid-October and early November.
Canberra continues to lead the country on vaccinations, inoculating slightly more than half of its population aged 12 and older.
The ACT government wants to protect itself from NSW, which on Thursday recorded 1351 new local cases and 12 additional deaths.
