A post mortem is being conducted with the Department of Forensic Medicine at Newcastle on Tuesday, August 4.
"We're hoping the examination will help us to identify the remains, as well as assist with a cause of death," Chief Inspector Guy Guiana APM said.
A man made the shocking discovery while walking his dog on Gundy Road about 9am on Sunday, August 2.
"He smelt something a bit off, looked over the side and saw the skeletal remains," Chief Inspector Guiana said.
"That's when he contacted the police."
A crime scene was established at the location soon after.
Police inquiries are continuing.
