Crowds of around 25 per cent capacity remain welcome in most grounds, with Canberra's GIO Stadium the only venue on drastically lower provisions.

The NRL are keeping a close eye on COVID-19 case numbers, with full knowledge that any spike in Sydney similar to the one that has hit Melbourne in recent days could wreak havoc for the game with 10 clubs currently based in NSW.

"We are being extremely vigilant, we are in a very dynamic environment," the organisation's acting CEO Abdo said.

"Of course the infection rate in Victoria is a concern for us. We were fortunate we acted very quickly with the Melbourne Storm and how we relocated them.

"We continue to monitor on a daily basis, not just infection rates but how we adjust our protocols.

"We will be responsive to any situation we are presented with. We have scenario planning, we have a range of experts that guide us and are assisting us."

Abdo also said he at this stage has no concern around crowds, with NSW's biggest turnout since the shutdown expected in Newcastle on Sunday with around 8000 for the clash with ladder-leaders Parramatta.

Virus numbers via community transmission in Sydney remain minimal, with most cases affecting returned travellers from overseas who are already in hotel quarantine.

Groups of fans at NRL games sit with two seats between them and other groups, while every second row is vacant. The one person for every four square metres rule remains on hills.

Fans are only able to leave their seat if they are moving to get food or use the facilities, while all tickets are paperless.

"We are hopeful we will continue playing in front of crowds, but if the situation changes we will adapt and respond," Abdo said.

"We have very significant protocols in place.

"It's really a reward for members. Every care has been taken to ensure we adhere to the guidelines state by state.

"In relation to the risk level and what we've agreed to with state governments we are comfortable. But we are ready to adjust if we need to."
