The Earle Haven Retirement Village has lodged plans with Gold Coast City Council to build new independent living homes at the Nerang site.
The facility's nursing home is still closed after a July 11 shutdown that caused the evacuations amid a dispute between People Care and HelpStreet, which managed the residential care facilities.
The facility's independent residents were not affected by the shutdown.
The expansion involves eight self-contained dwellings to be built in the northwestern part of the village
Earlier this month, the royal commissioner into aged care found troubling use of physical restraints and psychotropic drugs should have sounded the final alarm bell for regulators before the high care facility shutdown.
A Queensland parliamentary committee next month will examine the safety of elderly patients and the quality of their care at that facility.
Hearings will be held on September 11 and 12 at the Royal Pines Resort on the Gold Coast.
