The contractors building the layout are still completing final grow-in works.
But, council expects to take management of the course in the next few weeks, and host an official opening in June.
Unfortunately, any scheduled golfing events - including the prestigious Scone Race Club competition on May 9, which was moved to Muswellbrook - have had to be cancelled in the interim due to the delay in opening.
The $4 million project to reconstruct the course was required because the Scone bypass route goes through parts of the previous links, and was funded by Roads and Maritime Services (RMS).
Council thanks the Scone Golf Club members for their patience during construction, which began in late 2017.
Local golfers have been heavily involved in the planning of the new course.
The new course includes a fully-automated irrigation system, on site bore and two enlarged ponds on the course, storing treated water.
It will also incorporate existing natural features like gullies and Red River Gums, as well as the thousands of plants that have been put in, which has led to improving the diversity and ecology of the site.
After council takes management of the Scone Golf Course from the contractor, an open Expressions of Interest will be called to manage and maintain the course.
