The accident occurred about 6.30pm on Saturday, when a Commodore and a Ford ute collided about 15km west of Muswellbrook.
Officers from Hunter Valley Police District believe the sedan was turning right into Bengalla Road when it was involved in a crash with the ute at the intersection of Wybong Road at Castle Rock.
The driver, a 20-year-old woman, and passenger, a 22-year-old man, both from Singleton, travelling in the sedan, died at the scene.
The driver of the ute, a 35-year-old Muswellbrook man, sustained facial lacerations and was taken to John Hunter Hospital.
He has also undergone mandatory testing.
